Senators Introduce Startup Act 2.0

Four Senators have introduced bipartisan legislation this week designed to improve the environment for startup businesses in the U.S.  The Startup Act 2.0 would create an entrepreneur’s visa for legal immigrants to remain in the US and start up a business as long as they hire a certain number of American workers.  The bill would also create a new STEM visa that would provide green cards for foreign students who earn graduate degrees from American universities in science, technology, engineering or math – rather than sending them home to compete against us.  In addition, this legislation would create tax incentives for investment in startup companies and a new tax credit for research and development by those companies.  Further the bill would accelerate the commercialization of taxpayer funded research.

Microsoft CEO Speaks About Upcoming Innovation

McLean, Va., -- Microsoft CEO Steve Ballmer told 700 northern Virginia high tech workers at a Thursday breakfast “it’s a fun, interesting time to be in the IT business.” He said the goal is no longer a computer on every desk and in every home, but every TV screen and every pocket.

State of the Union From a Tech Perspective

Tech industry advocates could easily spot some longstanding items from the innovation agenda within President Obama’s State of the Union address Tuesday night.


President Obama said “innovation demands basic research.” He warned Congress not to gut these programs when they balance the budget. Obama reminded them that federal research is what led to innovations like the computer chip and the Internet.

European Commission Presents E-Commerce Action Plan

On 11 January 2012 the Commission presented its Communication on e-commerce. The Communication sets out an action plan to double online sales and the share of the Internet economy in EU GDP by 2015. To this end, the Communication aims to address the still fragmented nature of Europe’s digital market and highlights five policy priorities:

-    Develop legal and cross-border offers of onlineproducts and services

-       Improve operator information and consumer protection

-       Reliable and efficient payment and delivery systems

-       Combat abuse and resolving disputes more effectively

-  Deploy high-speed networks and advanced technological solutions

Startup Act Could Unleash the Power of Entrepreneurship

Last week, Sen. Jerry Moran (R-KS) and Sen. Mark Warner (D-VA) introduced S. 1965 (the Startup Act). CCIA applauds the bill as a farsighted proposal to unleash the power of U.S. entrepreneurs and harness it for the creation of jobs. In particular, CCIA commends Sen. Moran and Sen. Warner for their focus on attracting and retaining entrepreneurial talent, and for including provisions on conditional visas for advanced STEM degree holders and immigrant entrepreneurs.

CCIA Releases Cloud Computing Paper on Capitol Hill
As more businesses and governments move their IT operations to the cloud, the Computer & Communications Industry Association released 36 recommendations Tuesday as part of a white paper on how policymakers can enable cloud computing.
